Some newbie questions....
Okay so I am wondering about a few things and am hoping someone familiar with what is going on here can help me. First off, I heard a rumor that the only way to get the RDD prestige class here is to have been a dedicated player on this server for two years or more. Is that true? Second I am wondering if wings from said dragon disciple class would show up on either a half ogre model or an orc model!? Any insider info on that? And thirdly I was wondering if races with static models such as the orc, had an array of choices such as they do on avlis. I thank you in advance.

You should PM the DM's about this question.
I'm sure they'd be happy to answer your question. As far as wings on a static model, I do not think that is possible.

It might be possible for a DM to change which static model a character uses. I have had that done for me on a different server. One of the team members edited my bic file I think.

Wings work on some static models, and don't work on some others. I'm not sure about the orc models.
Our half-ogres are actually dynamic (appear to wear the clothes you put them in, and will show the weapons and shield used on the model.)
Dragon Disciple is not a class you need to be here RL years to get, but it does require a submitted background for approval prior to character creation, and is "Customarily it is only given to players who show a dedication to the world and RP the class correctly." Because of the severe lack of dragons due to world lore, it is meant to be a non-common class, also.
Here are the guidelines for character background:

And following this for the PrC request:

As for factors that will make you more likely or less likely to be approved for a PrC, I will let the DMs answer, they know better then me

Ronan pretty well covered the basic guidelines. To be more specific: "No, there isn't a 'magical' number for time played. Yes, we do want to get to know you as a player and your characters."
While I am sure a static model change might be possible when applicable, it would need to be discussed teamside when the official request was made. As for having the possibility of a half-ogre/orc DD... I doubt that combination would happen.
We look forward to seeing you around the isles!
