Applying for special background?

If I have to apply for a special character background... Do I have to send it to the
staff@arkaz.com ?
And besides that what is your view on 2 PrC's for a character?

its perfectly doable, but must make IC sense and you will need the pre-requisites for both PrCs. It will however require two DM run quests to unlock them. The second quest will be much trickier to complete than the first
