The nature of the setting

Is this world one which has previously existed in PnP or is it one that has been created for the purpose of building an NWN world?
I see an opportunity for something I myself have wanted to do forsome time, but if it were an already established world it would almost certainly be a non-starter, whereas a more flexible brand new world might just think about letting me...
