Question about journals

Is it ok to speak for NPCs in journals without DM consent? For example I would like to have my PC mention that he asked for directions from an NPC and received them. Is it alright for the sake of an interesting story to assume that an NPC will say things or take simple actions that seem to be within their character?

Examples:
A tavern maid flirting with a patron and slapping him if he crosses the line with the bouncer then telling him to leave.
A guard telling someone to move along and that he is watching you.
A bandit demanding gold and attacking if he is refused or leaving with a taunt if he is paid.
A dock worker giving advice on a ship to take from Grubbins to Nuvar.

All of these are things I would expect to have to clear with a DM if making an IC post, but what about journals which while not IC can be implied to be in game actions?

If the NPCs are on another plane, it falls under their rules. If the NPCs are from a world you've made up and is not in any way a part of CoPaP, you are the author so you may write for them to your heart's content. If the NPC is a part of the Isle Chain of Arkaz, please PM the DMs to approve. Most of the time for 'minor' actions, it doesn't take long at all for somebody to post "OK" and then make a quick note in the NPC file. 8)
