Expression error: Unrecognized punctuation character "{".

Description

This links to a specific Act of Congress as a Public Law via:

Usage

Use: {{USPL|Congress|Order}}

Examples

The 14th Public Law of the 93rd Congress:

{{USPL|93|14}} returns Pub.L. 93-14

The 50th Public Law of the 103rd Congress:

{{USPL|103|50}} returns Pub.L. 103-50

The 222nd Public Law of the 109th Congress:

{{USPL|109|222}} returns Pub.L. 109-222

Note

To make this work when {{{2}}} is not a 3-digit number, #if was used.

This, in turn, creates an error:

error: unrecognised punctuation character "{"

which only shows up here, but works fine otherwise.

Can someone fix this problem?
